In order to implement the measures of Zhejiang Province for the implementation of the energy conservation law of the people's Republic of China and other energy conservation laws, regulations and policy standards, strengthen energy conservation supervision according to law, strengthen supervision during and after the event, promote the completion of the goal and task of "dual control" of energy in the province, and promote the construction of ecological civilization, the relevant matters of energy conservation supervision in the province in 2020 are hereby notified as follows:

1、 Monitoring plan

In 2020, the province plans to arrange 900 energy-saving supervision units, including 690 key energy consuming enterprises and 210 non industrial units (see the annex for details). The supervision objects of enterprises should focus on the key energy consuming units in the 13th five year plan of each city. Key energy consuming enterprises shall be determined according to the "double random" working system, except for special supervision enterprises.

2、 Supervision content

（1） Supervision on the elimination of backward energy consuming processes and equipment. Carry out supervision on the implementation of energy efficiency standards for boilers and other major energy consuming equipment, strengthen the supervision on the elimination of energy consuming equipment with great impact on the environment, establish a list of eliminated equipment such as furnaces, motors and transformers, promote the elimination and substitution of energy consuming equipment listed in the elimination catalogue, implement the elimination and transformation plan for inefficient energy consuming equipment, and investigate and deal with the illegal use of energy prohibited by the state The eliminated processes and equipment shall meet high standards and strict requirements, and fulfill the "one post and two responsibilities" of energy conservation and emission reduction.

（2） Special supervision of high energy consuming industries. According to the overall arrangement for the full coverage of energy-saving supervision of enterprises in high energy consuming industries during the 13th Five Year Plan period, focus on the special supervision of energy-saving in iron and steel, foundry, cement, printing and dyeing, textile and key industries determined by districts and cities, focus on the verification of the implementation of energy consumption quota (quota) standards, and strictly implement the punitive electricity price and step-by-step electricity price policies.

（3） Supervision on the implementation of review opinions on energy conservation of fixed asset investment projects. In accordance with the requirements of Zhejiang energy conservation review measures (zfgny [2019] No. 532), carry out special supervision on the implementation of fixed asset investment projects and regional energy conservation review opinions, strengthen supervision during and after the event, and implement the energy conservation review system.

（4） Special supervision of non industrial units. Check the implementation of energy consumption quota (quota) and air conditioning, heating (refrigeration), lighting and other standards and regulations of large buildings (large shopping malls, hotels, hospitals, schools and government office buildings); Carry out special energy-saving supervision on indoor air conditioning temperature control in summer (winter).

（5） Special supervision on the implementation of rectification of illegal enterprises in 2019. Follow up and inspect the enterprises found to have violations of excessive energy consumption and unreasonable energy consumption in the energy conservation supervision in 2019, supervise the implementation of the issued notice of rectification within a time limit, opinion and proposal, and deal with those that are not in place or not rectified in accordance with the law and regulations. Promote the construction of energy-saving credit system, and timely identify and record the dishonesty of those who have dishonesty.

3、 Job requirements

（1） Fully implement the "double random" working mechanism. In accordance with the opinions of the general office of the people's Government of Zhejiang Province on comprehensively implementing the "double random" random inspection and supervision (zzbf [2016] No. 93) and the Interim Provisions on the administrative law enforcement procedures for energy conservation in Zhejiang Province (zfgy [2020] No. 2), standardize the energy conservation supervision and law enforcement procedures and implement the working mechanism of "double random and one disclosure". For the supervision of key energy consuming enterprises, it is required to fully implement the "double random and one open" working system, randomly select the supervision objects, randomly select the supervisors, and timely disclose the supervision results to the public. If on-site inspection is involved, the "Zhejiang political nail" and "handheld law enforcement system" shall be fully applied to collect law enforcement information in real time.

（2） Carefully organize energy conservation supervision. Local development and reform commissions should include energy-saving supervision in the annual responsibility assessment of energy-saving objectives, decompose and issue energy-saving supervision plans in their respective regions as soon as possible, earnestly implement work measures, and complete the tasks of energy-saving supervision throughout the year with quality and quantity. All localities are requested to submit the annual summary of energy conservation supervision before December 10, 2020.

（3） Strengthen the supervision and leadership of energy conservation. The provincial energy monitoring center shall do a good job in the connection and implementation of the planned tasks of all cities, and strengthen the business guidance to the energy supervision institutions of all cities and counties (cities and districts). Energy supervision institutions at all levels should further standardize the work of energy conservation supervision, strive to improve the effectiveness of energy conservation supervision, effectively strengthen the investigation and punishment of illegal energy consumption acts and cases, and strengthen energy conservation publicity in strict accordance with the relevant provisions of the energy conservation law of the people's Republic of China, the measures of Zhejiang Province for the implementation of the energy conservation law of the people's Republic of China and the measures of Zhejiang Province for energy conservation supervision, Create a good atmosphere of using energy according to law and saving energy, and promote the in-depth development of energy conservation and consumption reduction in the whole province.
