The opinions point out:
Focusing on deserts, Gobi and desert areas, accelerate the construction of large-scale wind power and photovoltaic power generation bases, upgrade and transform the existing coal-fired power units in the region, explore and establish a mechanism for coordination between the sending and receiving ends to provide regulation for the transmission of new energy power, and support the construction, combination and development of new energy power.

Since the 18th CPC National Congress, all regions and relevant departments have formulated a series of policies and measures around green and low-carbon energy development, and achieved remarkable results in promoting the development and utilization of clean energy such as solar energy, wind energy, hydropower, biomass energy and geothermal energy. However, the existing institutional mechanisms, policy systems and governance methods still face some difficulties and challenges, It is difficult to meet the needs of promoting green and low-carbon transformation of energy under the new situation. In order to thoroughly implement the relevant requirements of the opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization and the action plan for carbon peak before 2030, with the consent of the State Council, the following opinions are put forward on improving the institutional mechanism, policies and measures for green and low-carbon transformation of energy.
I. General requirements

Gradually establish a carbon emission control mechanism in the field of energy. Formulate and revise the mandatory national standards for energy consumption limits per unit product in key energy consuming industries, and organize the supervision and inspection of the implementation of key energy consuming enterprises. Study and formulate carbon emission accounting methods for key industries and products. Taking into account the situation of renewable energy resources, development and utilization conditions and economic development level in various regions, scientifically decompose the medium and long-term total amount and minimum proportion targets of national renewable energy development and utilization to all provinces (autonomous regions and municipalities directly under the central government), and improve the renewable energy power consumption guarantee mechanism. Promote local governments to establish and improve the energy budget management system, and explore and carry out energy consumption output benefit evaluation. All regions should adopt advanced energy efficiency and green energy consumption standards, vigorously publicize the concept of energy conservation and green consumption, and carry out in-depth actions to create a green life. Encourage qualified places to carry out demonstration construction of high-level green energy consumption, and advocate energy conservation in the whole society.
(IX) improve the supporting policies for green energy consumption in the industrial field. Guide industrial enterprises to carry out clean energy substitution, reduce carbon emissions per unit product, and encourage qualified enterprises to take the lead in forming a low-carbon and zero carbon energy consumption model. Encourage the construction of green energy industrial parks and enterprises, develop industrial green microgrid, support the development and utilization of clean and low-carbon energy in their own places, build distributed clean energy and smart energy systems, reduce cross subsidies and system standby fees for comprehensive utilization of power generation such as waste heat, residual pressure and residual gas, and improve the price policy of supporting spontaneous self-use distributed clean energy power generation. On the premise of meeting the conditions of power planning and layout and safe operation of the power grid, encourage renewable energy power projects to supply power to industrial parks or enterprises nearby through innovative power transmission and operation modes, and encourage industrial parks or enterprises to buy green power through the power market. Encourage emerging key energy consumption fields to focus on green energy, meet energy demand, and make full use of waste heat, residual pressure and residual gas.
(10) improve the green energy consumption and clean heating policies for buildings. We will improve building energy efficiency standards, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, promote and support the energy-saving transformation of existing buildings, actively promote the use of green building materials, and improve the management system of building energy consumption quotas. Improve the application standards of renewable energy in buildings, encourage the integrated application of photovoltaic buildings, and support the construction of renewable energy building energy supply system by using solar energy, geothermal energy and biomass energy. Promote the reform of heating metering and the intelligent construction of heating facilities in areas where conditions permit, encourage charging according to heat, encourage electric heating enterprises and users to obtain low-cost electricity in trough periods through the power market, and support it by comprehensively using peak and valley electricity prices, residential step electricity prices and transmission and distribution electricity price mechanisms. Implement the gas supply price policy to support rural clean heating in winter in northern China.
(XI) improve the clean energy substitution policy in the field of transportation. Promote the green and low-carbon transformation of transportation, optimize the transportation structure, and promote green and low-carbon transportation facilities and equipment. We will promote large-capacity electrified public transport and clean energy transportation tools such as electric power, hydrogen energy, advanced biological liquid fuel and natural gas, improve the layout and service facilities of charging and changing electricity, hydrogenation and gas (LNG) stations, and reduce the cost of clean energy in the field of transportation. Support the layout and construction of transportation energy supply stations in terms of land and space, carry out the construction of multi energy integrated transportation energy supply stations, promote the pilot demonstration of energy interaction between new energy vehicles and power grid, and promote the coordinated development of vehicle piles, ships and banks. For the construction of new energy facilities along railways and expressway service areas, we encourage the unified planning, implementation and approval (filing) of projects in the same provincial area.

Build a national basic energy information and sharing platform, integrate the information of the whole energy industry chain, and promote the development of digital economy in the energy field.
(13) promote the construction of an energy supply system dominated by clean and low-carbon energy. All regions shall give overall consideration to the energy demand and exploitable resources of their own regions, give priority to the development and utilization of local clean and low-carbon energy resources according to the principle of proximity, actively introduce clean and low-carbon energy outside the region as needed, and form an energy production and consumption pattern that gives priority to meeting the new energy demand through clean and low-carbon energy and gradually replaces the existing fossil energy. All regions are encouraged to build a new energy system with multi energy complementarity, nearby balance and clean and low-carbon energy as the main body.
(14) innovate the development and utilization mechanism of rural renewable energy. In rural areas, priority should be given to supporting the access of biomass power generation such as roof distributed photovoltaic power generation and biogas power generation to the power grid, and power grid enterprises should give priority to purchasing their power generation. Encourage the use of land suitable for decentralized development of wind power and photovoltaic power generation in rural areas, and explore the investment and operation mode of renewable energy projects with unified planning, decentralized layout, agricultural enterprise cooperation and benefit sharing. Rural collective economic organizations are encouraged to invest and operate renewable energy power generation projects with specialized enterprises by means of land use rights, joint ventures, etc. according to law, and financial institutions are encouraged to provide financing support for renewable energy power generation projects in accordance with the principles of marketization and rule of law. Increase support for rural power grid construction, and organize power grid enterprises to improve rural power grid.
