Annex I:
Measures for the administration of industry standardization in the field of energy (for Trial Implementation)
Chapter I General Provisions
Article 1 These measures are formulated in accordance with the standardization law of the people's Republic of China, the regulations for the implementation of the standardization law of the people's Republic of China, the notice of the general office of the State Council on printing and distributing the provisions on the main functions and staffing of the National Energy Administration (hereinafter referred to as the "three decisions" notice) and other relevant administrative measures, in combination with the actual situation of the energy industry.
Article 2 according to the "three determinations" notice, the industrial standardization work in the energy field as defined in these Measures includes the following scope:
(1) Oil;
(2) Natural gas;
(3) Coal;
(4) Coalbed methane (coal mine gas);
(5) Power (conventional power);
(6) Fuels (oil refining, coal fuel and biomass fuel);
(7) Nuclear power;
(8) New and renewable energy;
(9) Energy conservation and comprehensive utilization of resources;
(10) Energy equipment.
Article 3 the task of industrial standardization in the energy field is to organize the preparation (Revision) and implementation of national and industrial standards in the energy field, supervise the implementation of standards, and guide enterprises to carry out standardization work.
Article 4 the technical requirements in the field of energy that meet the following requirements shall be formulated as national standards or industrial standards:
(1) Technical requirements and methods for investigation, planning, design, construction, acceptance and post evaluation of energy projects;
(2) Variety, specification, quality, grade or safety and health requirements of energy products;
(3) Methods of production, test, inspection, packaging, storage, transportation, transmission and use of energy products or safety and health requirements in the process of production, storage, transportation and transmission;
(4) Requirements for design, manufacturing, installation, commissioning, operation, overhaul, test and maintenance of energy equipment and systems;
(5) Technical conditions for test, measurement, supervision, quality evaluation and ordering of energy raw materials, materials, fuels, working fluids and control instruments;
(6) Technical terms, symbols, codes, codes, drawing methods and technical management requirements for energy production and construction;
(7) Safety and labor protection requirements for energy production and construction;
(8) Technical requirements, evaluation methods and inspection methods for energy conservation, environmental protection and comprehensive utilization of resources;
(9) Verification requirements for energy measuring instruments;
(10) Other relevant standards in the energy industry.
The above-mentioned standards that meet the requirements of the regulations for the implementation of the standardization law of the people's Republic of China on the formulation of national standards shall be formulated as national standards; The technical requirements that need to be unified in the energy industry without national standards shall be formulated as industry standards.
Article 5 encourage the use of international standards and foreign advanced standards in the field of energy, and actively participate in the formulation of international standards.
Chapter II standardization management
Article 6 under the guidance of the standardization department under the State Council, the national energy administration shall be responsible for industrial standardization in the field of energy, and perform the following duties:
(1) Implement the laws, regulations, guidelines and policies of the national standardization work, and formulate specific measures for implementation in the energy field;
(2) Formulate standardization regulations and policies in the field of energy, be responsible for the macro management of standardization in the field of energy, and be responsible for the work coordination with other departments;
(3) Organize the formulation of standardization development plans in the energy field and the establishment of energy standard system;
(4) Organize the formulation of industrial standards in the field of energy;
(5) Organize the implementation of standards in the field of energy, and supervise and inspect the implementation of standards;
(6) Be responsible for raising subsidies for Industry Standardization in the field of energy;
(7) To decide on other major issues concerning industrial standardization in the energy field.
Article 7 the administration of national standards in the field of energy shall comply with the provisions of the measures for the administration of national standards.
Article 8 the national energy administration may entrust associations, federations, group companies and other relevant institutions with the function of industrial standardization management (hereinafter referred to as industrial standardization management institutions, see Annex I for the list) to carry out the specific organization and management of the formulation of industrial standards.
Article 9 the industry standardization administration organization mainly performs the following duties:
(1) Solicit and declare the annual preparation (Revision) plan of the industry;
(2) Be responsible for the implementation, technical review and approval of annual plan projects;
(3) Organize and participate in international standardization activities and promote the adoption of international standards and foreign advanced standards;
(4) Organize the publication of industrial standards and be responsible for the declaration of standard achievements;
(5) Guide the standardization work of enterprises and handle the filing of enterprise standards;
(6) Undertake other standardization work entrusted by the national energy administration.
Article 10 the Technical Committee for Standardization in the field of energy (hereinafter referred to as the Standardization Committee) includes the National Standardization Committee and the Industrial Standardization Committee.
The National Standardization Committee is under the unified management of the competent standardization department of the State Council in accordance with the measures for the administration of the National Professional Standardization Technical Committee, and the National Energy Administration cooperates with it to do a good job of business guidance and give full play to the role of various industry associations, federations and group companies.
The industrial standardization committee shall be uniformly managed by the National Energy Administration in accordance with the detailed rules for the administration and implementation of the Technical Committee for standardization of the energy industry (for Trial Implementation), and may entrust the industrial standardization management organization to manage it. The industry standardization committee mainly performs the following duties:
(1) Formulate the industry standard system table of the specialty;
(2) Propose the annual industry standard project initiation plan of the discipline;
(3) Organize the technical review of the professional industry standards;
(4) Carry out professional standardization training, standard publicity and implementation and technical services;
(5) Undertake the standardization work entrusted by the national energy administration or the industrial standardization management organization.
Chapter III formulation of standards
Article 11 the work related to national standards in the field of energy (including the establishment, formulation, review and approval of national standards) shall be under the unified management of the competent department of standardization under the State Council, and the national energy administration shall assist and cooperate in the planning, planning, formulation (Revision), implementation, supervision and inspection of national standards in the field of energy, so as to give full play to various industry associations The role of federations and group companies.
Article 12 the formulation of industrial standards in the field of energy shall comply with the measures for the administration of industrial standards. The planning, drafting, examination, approval, numbering, approval, release, filing, publication, review, revision and modification of industrial standards shall be under the unified management of the national energy administration. According to the needs of the work, the industrial standardization administration may be entrusted to draft, examine and revise industrial standards The work of submission for approval, filing, publication, review, revision and modification shall be managed, and the specific work shall be carried out in accordance with the detailed rules for the implementation of the formulation and management of industrial standards in the energy field (for Trial Implementation).
Chapter IV Implementation, supervision and reward of standards
Article 13 enterprises and institutions in the field of energy shall strictly implement the mandatory standards. The production, sale and import of products that do not meet the mandatory standards shall be prohibited.
Article 14 when enterprises in the energy field implement national and industrial standards, they shall mark the code, number and name of the implementation standards on the products or their instructions and packages.
Article 15 imported equipment and technologies in the field of energy must be subject to standardization examination in accordance with regulations. The equipment and technology imported by energy enterprises and institutions must meet the relevant mandatory standards of China.
Article 16 the national energy administration is responsible for supervising the implementation of industrial standards in the field of energy. When the National Energy Administration approves and examines energy investment projects within the national plan and the annual plan scale according to the specified authority, it can put forward suggestions on standard formulation or adoption, and track and supervise them.
Article 17 the national energy administration shall assist the national quality supervision and inspection department and certification and accreditation department in the planning, establishment and examination of inspection institutions and certification institutions in the energy field.
Article 18 standards belong to scientific and technological achievements. National and industrial standards in the energy field with high technical level and remarkable benefits shall be included in the scope of relevant scientific and Technological Awards of the national energy administration.
Article 19 the national standards and industrial standards in the energy field that meet the reward conditions of the "China standard innovation contribution award" shall be recommended and declared by the national energy administration and the industrial standardization administration in accordance with the measures for the administration of China standard innovation contribution award.
Chapter V supplementary provisions
Article 20 sources of funds required for the formulation of national and industrial standards in the field of energy:
1. Standardization funds raised by industry and enterprises.
2. Subsidies from relevant enterprises and institutions.
3. Sponsorship of relevant social organizations.
4. Standardized subsidies given by government departments, etc.
5. Expenditures for key projects and scientific research projects in the energy industry.
Article 21 the standardization subsidies given by government departments, the subsidies of relevant units and the sponsorship of mass organizations, as well as the funds disbursed for key projects and scientific research projects in the energy industry, shall be used for special purposes and shall not be misappropriated for other purposes.
Article 22 these Measures shall come into force as of the date of promulgation.
Article 23 the national energy administration shall be responsible for the interpretation of these measures.

Chapter I General Provisions
Article 1 in order to standardize the formulation of industrial standards in the energy field, these rules are formulated in accordance with the relevant provisions of the standardization law of the people's Republic of China and the regulations for the implementation of the standardization law and the measures for the administration of industrial standardization in the energy field.
Article 2 These rules are applicable to the formulation of industrial standards in the fields of oil, natural gas, coal, coalbed methane (coal mine gas), electric power (conventional electric power), fuel (oil refining, coal fuel and biomass fuel), nuclear power, new and renewable energy, energy conservation and comprehensive utilization of resources, energy equipment and so on.
Article 3 industry standards refer to the technical requirements that need to be unified within a certain industry in the country without national standards (including engineering construction and the production of standard samples). Industrial standards shall not conflict with relevant national standards. Industry standards shall be coordinated and unified without duplication.
To formulate industry standards in the field of energy, we should adhere to the scientific outlook on development, take market demand as the guidance, highlight key points, be scientific and reasonable; The formulation of industrial standards should effectively adopt international standards and foreign advanced standards, which is conducive to participating in international competition, rational utilization and conservation of resources, development of circular economy, protection of human health and personal safety, protection of the environment, coordination with industrial policies and industrial planning, promotion and application of scientific and technological achievements, and promotion of industrial upgrading and structural optimization.
Article 4 industrial standards in the field of energy are divided into mandatory standards, recommended standards and standard guiding technical documents, and industrial standards are encouraged to be formulated as recommended standards.
Article 5 the formulation of industrial standards includes project establishment, drafting, examination, submission for approval, approval and release, numbering, filing, publication, review, revision and modification.
Article 6 the national energy administration shall uniformly manage the formulation of industrial standards in the energy field, and may entrust relevant industry associations (federations) and group companies with standardization management functions (hereinafter referred to as industrial standardization management institutions) to manage the drafting, technical review, approval, publication and other work of industrial standards according to the needs of work.
Chapter II project initiation
Article 7 the national energy administration shall be responsible for the establishment of industrial standards in the field of energy.
Article 8 any government agency, industry associations, enterprises, institutions and individuals can apply for the establishment of industry standards (hereinafter referred to as the applicant) and fill in the assignment of industry standards projects (see attached table 1).
Article 9 the application for the establishment of industrial standards in the energy field shall be accepted by the Standardization Technical Committee or the centralized unit of standardization technology (hereinafter referred to as the centralized unit of standardization technology) and submitted to the industrial standardization administration after being reviewed by the centralized unit of standardization technology.
Article 10 the industry standardization administration organization shall examine and coordinate the application for the establishment of industry standards submitted by the centralized unit of standard technology, and then submit it to the national energy administration.
The submitted materials include:
1. Summary of industry standard project plan (see attached table 2);
2. Industry standard project assignment;
3. Description of plan preparation (including basic information, preparation principles and key points of plan preparation, etc.).
Article 11 the national energy administration shall summarize the application for the establishment of industrial standards submitted by the standardization industry management organization and the centralized unit of standard technology, and solicit opinions widely through the Internet and other means. After the consultation, the national energy administration shall organize the industry standardization management organization to coordinate and prepare the industry standard project plan.
Article 12 the industry standard project plan in the field of energy is divided into annual plan and supplementary plan, which are uniformly issued by the national energy administration.
