2021 is the first year of the 14th five year plan, and wind power and photovoltaic power generation have entered a new stage of development. In order to continuously promote the high-quality development of wind power and photovoltaic power generation, the matters related to the development and construction of wind power and photovoltaic power generation in 2021 are notified as follows:

1、 General requirements

*** Release consumption space, optimize the development environment, give play to the leading role of local governments, mobilize the enthusiasm of investors, and promote the high-quality leap forward development of wind power and photovoltaic power generation. In 2021, the proportion of wind power and photovoltaic power generation in the power consumption of the whole society will reach about 11%, which will increase year by year, so as to ensure that the proportion of non fossil energy consumption in primary energy consumption will reach about 20% in 2025.

2、 Strengthen the weight guidance mechanism of renewable energy power consumption responsibility

In accordance with the principle of goal orientation and responsibility sharing, and in accordance with the objectives of the 14th five year plan, formulate and publish the targets of renewable energy power consumption responsibility weight and new energy rational utilization rate in each provincial administrative region, and guide the provincial energy competent departments to follow the targets of non hydropower renewable energy power consumption responsibility weight and new energy rational utilization rate in their respective regions, Actively promote the construction of wind power and photovoltaic power generation projects and inter provincial power transactions in the province (region, city), determine the annual grid connection scale and new approval (filing) scale of new wind power and photovoltaic power generation projects necessary for the province (region, city) to complete the minimum consumption responsibility weight of non hydropower renewable energy power, and carefully organize and coordinate the connection of project development, construction and reserve.

3、 Establish multiple guarantee mechanisms for grid connection

Establish multiple guarantee mechanisms for grid connection, such as guaranteed grid connection and market-oriented grid connection.

All provinces (autonomous regions and municipalities) shall implement the guaranteed grid connection for the new grid connection projects necessary to complete the annual minimum consumption responsibility weight of non hydropower, and the guaranteed grid connection scale shall not be less than 90 million kW in 2021. The scale of guaranteed grid connection can be replaced among provinces. If the weight of non hydropower consumption responsibility is implemented through cross provincial power transactions, the guaranteed grid connection scale of the receiving province shall be reduced and increased to the transmitting province according to the transmitted (traded) new energy power after negotiation between the transmitting and receiving provinces and signing a long-term agreement with the power grid enterprise. Supporting grid connection projects shall be uniformly organized by the competent provincial energy departments through competitive allocation.

For projects that are willing to be connected to the grid beyond the scope of guaranteed grid connection, the grid enterprises can connect to the grid after implementing the grid connection conditions through market-oriented methods such as self construction, joint construction and sharing or purchase of services. The grid connection conditions mainly include the flexible regulation capacity of supporting new pumped storage, heat storage photothermal power generation, thermal power peak shaving, new energy storage, adjustable load and so on.

4、 Accelerate the construction of stock projects

Wind power projects that have been approved before the end of 2020 and are within the approved validity period, affordable wind power photovoltaic projects in 2019 and 2020, and competitive photovoltaic projects are directly included in the scope of provincial (regional and municipal) affordable grid connection projects. All kinds of stock projects shall be completed and put into operation within the specified time limit. For projects that are not built for a long time beyond the validity period of approval (filing), the competent provincial energy departments shall organize the clean-up in time, and those that do not meet the construction conditions shall be abolished in time.

The guaranteed grid connection scale of each province in 2021 is mainly used to arrange stock projects. For the provinces (autonomous regions and cities) where the stock projects cannot meet the minimum consumption responsibility weight requirements of non hydropower this year and there is still room for guaranteed grid connection, the provincial competent energy department shall organize and carry out competitive allocation according to the remaining guaranteed grid connection scale, determine the new projects connected to the grid in 2021, speed up the approval (filing), actively promote the construction and ensure that they are completed and put into operation as soon as possible.

5、 Steadily promote the construction of household photovoltaic power generation

In 2021, the budget amount of national financial subsidy for household photovoltaic power generation projects is 500 million yuan. The amount of kWh subsidy shall be implemented in accordance with the relevant policies issued by the competent price department of the State Council in 2021. The project management and application procedures shall be implemented in accordance with the relevant requirements of the notice of the National Energy Administration on matters related to the construction of wind power and photovoltaic power generation projects in 2019 (Guo Neng FA Xin Neng [2019] No. 49). On the premise of ensuring safety, conditional household photovoltaic projects are encouraged to be equipped with energy storage. Household photovoltaic power generation projects shall be guaranteed by power grid enterprises for grid connected consumption.

6、 Pay close attention to promoting project reserve and construction

All provincial energy authorities shall, in accordance with the directions and tasks specified in the 14th five year plan for renewable energy development, determine the guaranteed grid connection scale in 2022 according to the minimum consumption responsibility weight of non hydropower in the province (region and city), pay close attention to organizing the competitive allocation of guaranteed grid connection projects, and organize the approval (filing) of a batch of new wind power and photovoltaic power generation projects, Do a good job in project reserve, promote the project to start construction in time and realize continuous development.

7、 Safeguard measures

All provincial energy authorities shall timely announce the scale of guaranteed grid connection, implement guaranteed grid connection and market-oriented grid connection projects, timely prepare annual development and construction plans and organize their implementation. To optimize the business environment and standardize the order of development and construction, supporting industries shall not be used as the threshold of project development and construction. We should urge local governments to implement the project construction conditions, promote the introduction of supporting policies such as land, finance, taxation and finance, reduce the unreasonable burden of new energy development and construction, and mobilize the investment enthusiasm of various market entities. We should strengthen coordination with natural resources, forestry and grassland, ecological environment, housing construction and other departments to create favorable conditions for the development and construction of wind power and photovoltaic power generation projects.

Power grid enterprises should simplify the network connection process, facilitate the handling of network connection procedures, promote the new energy cloud platform, achieve full national coverage and serve the new power system with new energy as the main body. We should strengthen the construction of grid connection projects and ensure that the guaranteed grid connection and market-oriented grid connection projects included in the annual development and construction plan "can do their best" without additional conditions. We should work with the national new energy consumption monitoring and early warning center to timely announce the grid connected consumption and prediction analysis of provincial regions, and guide rational investment and orderly construction.

For the projects included in the annual development and construction plan, power generation enterprises shall timely organize the project construction in accordance with the requirements of the approval (filing) documents. We should strengthen project quality control to ensure construction safety and production safety. Timely fill in and update the project information on the national renewable energy power generation project information management platform and update the project information on a monthly basis.

The National Renewable Energy Information Management Center shall count the project information on a monthly basis and report it to the national energy administration, with a copy to the provincial energy authorities and relevant dispatched offices.

The national energy administration will strengthen the monitoring and evaluation of the implementation of the weight of renewable energy power consumption responsibility, and guide and promote the development and construction of wind power and photovoltaic power generation. All dispatched offices shall strengthen the supervision of the implementation of wind power and photovoltaic power generation planning, project competitive configuration, power grid transmission project construction, project grid connection consumption and other matters within their jurisdiction, organize and carry out comprehensive supervision of clean energy consumption as required, and ensure the standardized and orderly operation of wind power and photovoltaic power generation development and construction.
