Strengthen macro guidance, improve policies and measures, give play to the decisive role of the market in allocating energy resources, promote the paid use and trading of energy rights, guide the rational flow and efficient allocation of energy factors, and promote all localities to fully complete the objectives and tasks of energy conservation and consumption reduction—— Adhere to the combination of incentive and restraint. (8) Encourage local governments to increase renewable energy consumption. According to the situation of renewable energy power consumption and green power certificate trading in all provinces (autonomous regions and municipalities directly under the central government), for areas that exceed the incentive renewable energy power consumption responsibility weight, the consumption exceeding the minimum renewable energy power consumption responsibility weight will not be included in the assessment of the total energy consumption of the region in the current period of annual and five-year plans. All regions are encouraged to free up energy consumption space by eliminating the inferior and the superior and reducing energy consumption in accordance with laws and regulations, bring it into the unified management of the energy consumption budget of the region, and comprehensively support the new energy consumption demand of key projects in the region. Guide residents to form an energy-saving lifestyle, use efficient and energy-saving products and reduce energy waste. It is strictly prohibited to engage in "two high" projects and excess capacity production and operation activities under the banner of residential power consumption. In areas that fail to meet the basic target and schedule requirements for reducing energy consumption intensity, the approval of high energy consuming projects shall be delayed and limited in energy-saving review and other links, and new high energy consuming projects must be replaced by equal reduction of energy consumption. Deepen the reform of energy conservation review system, strengthen the supervision during and after energy conservation review, strengthen energy conservation management services, and implement closed-loop management. (13) Improve the energy consumption double control assessment system.
