Gb17167-2006 energy measurement equipment and management general rules.

To equip and manage the general rules of energy measuring instruments with energy units.

1 scope

This standard specifies the basic requirements for the provision and management of energy measuring instruments with energy units.

This standard applies to enterprises, public institutions, administrative organs, social organizations and other independent accounting units.

Normative reference documents.

The terms in the following documents are subject to this standard by reference to this standard. Every note date reference documents, its all subsequent modification single (not including errata content) or revised edition are not applicable to this standard, however, according to the agreement of the parties of this standard are encouraged to study whether can use the latest version of these documents, anyone who doesn't note date reference documents, the latest version is applicable to the standard.

3 terms and definitions

This standard adopts the following terms and definitions.

3.1Measuring instrument of energy.

The measuring object is a measuring instrument for energy, secondary energy and load energy.

3.2Equipping rate of energy measuring instrument.

The actual installation of energy measuring instruments is a percentage of the theoretical requirement.

Note: the theoretical requirement of energy metering equipment refers to the quantity of measuring instruments required to measure the total energy value.

3.3Sub-unit sub-organization of energy using.

Use energy accounting unit subordinate to energy unit.

4. Energy meter equipment.

4.1 types and scope of energy measurement.

This standard, the term "energy refers to coal, crude oil, natural gas, coke, coal gas, heat, refined petroleum products, liquefied petroleum gas, biomass energy and other direct or through processing, conversion, and can obtain useful resources.

Energy measurement range:

A) input energy-using units, secondary energy units and energy and load capacity of energy-using equipment;

B) output energy and load capacity of units, subunits and energy-using units and energy-using devices;

C) energy and capacity of energy-using units, secondary energy units and energy-using equipment;

D) the energy and capacity of energy and capacity that can be produced by units, secondary units and energy equipment;

E) residual energy resources that can be reused by units, subunits and energy equipment.

4.2 principle of energy measurement equipment.

4.2.1 meet the requirements of energy classification measurement.

4.2.2 meet the requirements of energy sub-item assessment by energy unit.

4.2.3 key energy-using units shall be equipped with the necessary portable energy testing instruments to meet the requirements of self-inspection.

4.3 equipment requirements for energy measuring instruments.

4.3.1 the proportion of energy measuring instruments shall be calculated according to the following formula:

4.3.2 energy measuring instruments shall be installed with energy units.

4.3.3 the secondary energy unit that USES energy (energy or transport energy) greater than or equal to one or more of the energy consumption limits in table 1 is the main secondary energy unit.

The main secondary energy units shall be equipped with energy measuring instruments according to table 3.

4.3.6 to engaged in the processing, conversion, energy transport properties of energy-using units (such as power plants, power transmission and transformation enterprises, etc.), which is equipped with energy measuring instruments shall meet its energy processing, conversion, transport efficiency requirements.

4.3.7 for energy-producing units (such as coal mining, oil production enterprises, etc.), the energy measuring instruments provided shall meet the requirements of evaluating the energy consumption rate of their unit products.

4.3.9 the accuracy grade of the energy metering equipment provided by the main secondary energy unit (except the electricity meter) is required by the same user in table 4.

4.3.10 the accuracy grade of energy metering devices equipped with energy meters (except for electricity meters) is required in comparison with the requirements of table 4, which is lower than that of similar users in table 4.

4.3.11 when the energy is used as raw material, the accuracy grade of its measuring instruments shall meet the corresponding production process requirements.

4.3.12 energy performance of the measuring instruments shall meet the corresponding production technology and using the environment (such as temperature, temperature gradient and humidity, light, vibration, noise, dust, corrosion, electromagnetic interference, etc.).

Management requirements for energy measuring instruments.

5.1 energy measurement system.

5.1.1 the energy meter should be set up as a quantity management system to form a document and maintain and continuously improve its effectiveness.

5.1.2 establish, maintain and use documented procedures to standardize the collection, processing and summarization of energy metering personnel's behavior, energy measurement equipment management and energy measurement data.

5.2 energy metering personnel.

5.2.1 the unit shall be responsible for the management of energy measuring instruments, and shall be responsible for the management of the equipment, use, verification (calibration), maintenance and scrapping of energy measuring instruments.

5.2.2 the energy-using unit shall be responsible for the management of the main secondary energy units and the energy measuring instruments for the main energy equipment.

5.2.3 the energy metering management personnel with energy units shall pass the training and assessment of relevant departments and hold the certificates; Use energy units to establish and maintain technical records of energy meter managers.

5.2.4 verification, calibration and maintenance personnel of energy measuring instruments shall have corresponding qualifications.

5.3 energy measuring instruments.

5.3.1 a complete list of energy metering devices shall be available in units of energy. Measuring instruments shall be listed in the table name, model specifications, precision grade, measurement range and the manufacturer, factory number, energy-using units management code, installation location, status refers to the qualified, apply and stop using, etc.). The main secondary energy unit and the main energy-using equipment should be equipped with a separate list of energy measuring instruments.

5.3.2 design, installation and use of energy equipment shall meet the requirements for energy monitoring of energy equipment in GB/T 6422 and GB/T 15316.

5.3.3 the energy measuring instrument archives shall be set up in energy units, including:

A) instructions for measuring instruments;

B) factory certificate of measuring instruments;

C) verification of the last two continuous cycles of the measuring instrument (test, calibration) certificate;

D) maintenance records of measuring instruments;

E) other relevant information of the measuring instrument.

5.3.4 energy-using units shall be equipped with energy measuring instruments dissemination or traceability figure, which as the internal standard measuring instruments used energy-using units, to specify the precision grade, measurement range, can be traced back superior standards.

5.3.5 energy-using units of energy measuring instruments, anyone who is a self calibration and to determine the calibration interval, should be effectively controlled current file (i.e., self-calibration measuring instruments management procedures and self-calibration standard) as the basis.

5.3.6 energy measuring instruments shall be calibrated periodically. The measuring instruments that are not in conformity with the requirements or exceed the calibration period shall not be used. The measuring instruments of compulsory verification shall comply with the provisions of relevant metrological laws and regulations.

5.3.7 the energy metering equipment used shall be pasted with the list of energy metering instruments and the corresponding labels of the energy metering equipment, for inspection and management.

5.4 energy measurement data.

5.4.1 the energy statistical reporting system should be established by the energy unit, and the data of energy statistics should be tracked to the measurement test record.

5.4.2 energy metering data records should adopt the form of specification style, measurement testing record form should be convenient for data summary and analysis, should be measured and recorded data conversion method between or relationship.

5.4.3 the energy measurement data center can be established according to the need of the energy unit, and the network management of energy measurement data can be realized by computer technology.

5.4.4 the key energy-using units can calculate the main energy consumption of their unit products according to the production cycle (class, day and week) according to the need.
