The competent departments of energy industry of the provinces, autonomous regions and municipalities directly under the central government, relevant industry standardization administrations, and various standardization technical committees in the field of energy:

Chapter I general provisions

Article 1 according to "standardization law of the People's Republic of China" and "standardization law implementing regulations of the People's Republic of China", issued by the state council general office on the national energy administration responsibilities of internal institutions and personnel specified notice (hereinafter referred to as the "armed" notification) and other relevant management measures, combined with the actual situation of the energy industry, these measures are formulated.

Article 2 in accordance with the notice of "three definite", the standardization work of the energy field defined in this method includes the following areas:

(1) oil;

(2) natural gas;

(3) coal;

(4) coalbed methane (coal gas);

(5) power (conventional power);

(6) fuel (oil refining, coal and biomass fuels);

(7) nuclear power;

(8) new and renewable sources of energy;

(9) comprehensive utilization of energy conservation and resources;

(10) energy equipment.

Article 3 of the energy industry standardization work task is to organize the energy field of national standards and industry standards (repair) order, implement and supervise the implementation of the standards to guide enterprises to carry out standardization work.

Article 4 in the field of energy, it shall be formulated as a national or industrial standard for the following technical requirements that meet the following requirements:

(1) technical requirements and methods for investigation, planning, design, construction, acceptance and post-evaluation of energy projects;

(2) varieties, specifications, quality, grades or safety and hygiene requirements of energy products;

(3) the production, testing, inspection, packaging, storage, transportation, transmission and use of energy products, or the safety and sanitary requirements of production, storage, transportation and transmission;

(4) requirements for the design, manufacturing, installation, commissioning, operation, maintenance, testing and maintenance of energy equipment and systems;

(5) test, measurement, supervision, quality assessment and ordering technical conditions of energy raw materials, materials, fuels, working materials and control instruments;

(6) technical terms, symbols, codes, codes, drawing methods and technical management requirements for energy production and construction;

(7) safety and labor protection requirements for energy production and construction;

(8) technical requirements, assessment methods and methods for the comprehensive utilization of energy conservation, environmental protection and resources;

(9) verification requirements for energy measurement instruments;

(10) other relevant standards in the energy industry.

The above conforms to the requirements of the enactment of the regulations on standardization law of the People's Republic of China on the formulation of national standards; No national standards need to be unified in the energy industry to set standards for the industry.

Article 5 the energy sector shall be encouraged to adopt international standards and foreign advanced standards and actively participate in the formulation of international standards.

Chapter ii standardized management.

Article 6 the national energy administration shall be guided by the competent department of standardization under the state council, and shall be responsible for the standardization of the industry in the field of energy, and shall perform the following duties:

(1) to implement the laws, regulations, guidelines and policies of national standardization work, and formulate specific measures for the implementation of the energy field;

(2) to formulate standardization rules and policies in the field of energy, to be responsible for the macro-management of standardization in the energy field, and to be responsible for coordination with other departments;

(3) to organize the formulation of standardized development plans for energy and the establishment of an energy standard system;

(4) to organize and formulate industry standards for energy fields;

(5) to organize the implementation of standards in the field of energy and to supervise and inspect the implementation of standards;

(6) to be responsible for raising funds for standardization subsidies in the energy sector;

(7) to decide on other major issues concerning standardization of the energy sector.

Article 7 the management of national standards in the field of energy shall conform to the provisions of the national standards administration measures.

Article 8 the state energy bureau can entrust with standardized management function of the association, the association and industry group company and other related institutions (hereinafter referred to as the industry standardization management organization, lists, see appendix a) for industry standards set by the specific organization and management work.

Article 9 the industry standardization administration shall mainly exercise the following responsibilities:

(1) collect and declare the annual plan of the industry;

(2) to be responsible for the implementation, technical review and approval of the annual plan project;

(3) to organize participation in international standardization activities and promote the adoption of international standards and advanced foreign standards;

(4) to organize the publishing of industry standards and to be responsible for the declaration of standards achievements;

(5) to guide enterprises to standardize their work and handle the filing of enterprise standards;

(6) to undertake other standardized work entrusted by the national energy administration.

Article 10 the standardization technical committee of the energy field (hereinafter referred to as the bid committee) shall include the national standard committee and the industry standard committee.

National standard council by the competent standardization department under the state council in accordance with the "measures for the management of the national professional standardization technical committee" unified management, the national energy administration cooperate with its business guidance, give full play to the industry association, the association and the role of the group company.

The industry standard committee shall be managed by the national energy administration in accordance with the implementation rules of the administration of standardization technical committee of energy industry (trial), which can be managed by the standardization administration of the industry. (I) formulate the industry standard system of the profession;

(2) to propose an annual industry standard project for the profession;

(3) to organize the technical examination of the standard of the professional industry;

(4) to carry out standardized training, standard publicity and technical services of the major;

(5) to undertake the standardization work entrusted by the national energy administration or the industry standardization administration.

Chapter iii formulation of standards.

Article 11 national standards in the field of energy related work (including national standard formulation, formulation, review and approval, etc.) by the unified administration of standardization department under the state council, the national energy administration shall assist and cooperate with the national standards in the field of energy planning, planning, system (repair), implementation, supervision and inspection work, give full play to the industry association, the association and the role of the group company.

Article 12. Chapter iv implementation, supervision and reward of standards.

Article 13 enterprises and institutions in the field of energy shall strictly enforce mandatory standards, which do not conform to the compulsory standards, and shall be prohibited from production, sale and import.

Article 14 when an enterprise in the energy field produces and executes national and industrial standards, it shall mark the code, number and name of the execution standard on the product or its instructions and packaging.

Article 15 imported equipment and imported technologies in the field of energy shall be subject to standardization examination according to regulations. The equipment imported by energy enterprises and public institutions and the imported technology must conform to the relevant compulsory standards in China.

Article 16 the national energy administration shall be responsible for the supervision of the implementation of industry standards in the field of energy. When the national energy administration approves and verifies the energy investment projects within the national plan and the annual planned scale, it may raise standards or adopt Suggestions and conduct follow-up supervision.

Article 17 the national energy administration shall assist the national quality supervision and inspection department and the certification and accreditation authorities in the planning, establishment and examination of the inspection institutions and certification bodies in the energy field.

Article 18 the standard belongs to the scientific and technological achievements, and the national standards and industry standards for the energy fields with high technical level and significant benefits shall be included in the scope of relevant scientific and technological awards of the national energy administration.

Article 19 to accord with standard of "China innovation award" reward conditions the energy field of the national standards and industry standards, by the national energy administration and industry standardization management agencies shall, in accordance with the "measures for the management of China standard innovation award" recommended to declare.

Chapter v supplementary provisions

Article 20 the requirements for the formulation of national standards and industry standards in the field of energy:

1. Standardized funds raised by the industry and enterprises.

2. Financing of enterprises and institutions.

3. Sponsorship of the organizations concerned.

4. Standardized subsidies paid by government departments, etc.

5. Funds for key projects and scientific research projects in the energy industry.

Article 21 for the standardization of government departments to give subsidies costs and related units, community organization sponsored by the fund cost, and the energy industry listed key engineering and scientific research project funds, special fund is special, shall not be used for any other purposes.

Article 22 these measures shall be implemented as of the date of promulgation.

Article 23 the national energy administration shall be responsible for the interpretation of these measures.

Rules for the implementation of industry standards in the field of energy (trial)

    

Chapter I general provisions

Article 1 for the purpose of regulating the formulation of the energy industry standard, according to the standardization law of the People's Republic of China and the relevant provisions of the "standardization law implementation regulations", according to the energy industry standardization management methods formulated.

Article 2 these rules shall apply to oil, natural gas, coal, coal bed methane (coal gas), power (conventional electricity), fuel (oil, coal fuel and biomass fuel), nuclear power, new energy and renewable energy, energy conservation and comprehensive utilization of resources and energy equipment industry standards.

Article 3 industry standard refers to the technical requirements (including construction of engineering construction and standard samples) that need to be unified in a certain industry across the country without national standards. Industry standards shall not contravene the relevant national standards. Industry standards should be coordinated, unified and not duplicated.

To formulate industry standards in the field of energy, we should adhere to the scientific outlook on development, focus on market demand and focus on scientific and rational development. Formulated the industry standard in order to effectively adopt international standards and advanced foreign standards to participate in international competition, is conducive to rational utilization and saving resources, the development of circular economy and to protect human health and safety, environmental protection, with the industrial policy, industry planning and coordinate with each other, is helpful for application of scientific and technological achievements, promote industrial upgrading, structural optimization.

Article 4 the industry standards in the field of energy shall be classified into compulsory standards, recommended standards and standard instructional technical documents, and the industry standards shall be encouraged to set the recommended standards.

Article 5 the formulation of industry standards shall include the establishment, drafting, examination, approval, approval of publication, numbering, filing, publication, review, revision, modification and other work.

Chapter ii establishment

Article 7 the national energy administration shall be responsible for the project approval of industry standards in the energy sector.

Article 9 of the energy industry standard project application by standardization technical committee or standardization technology under centralized unit (under the unified standard technology under centralized unit) to accept, review by the standard technology under centralized submitted industry standardization management institutions.

Article 10 the standardization administration of the industry shall submit to the national energy administration after examination and coordination of the application for approval of the industry standards submitted by the standard technical return unit.

The submitted materials include:

1. Summary table of industry standard project plan (see schedule 2);

2. Industry standard project assignment book;

3. Plan preparation instructions (including basic information, principles and key points of planning).

Article 11 the state energy administration shall summarize the application for approval of the industry standards submitted by the standardization industry management agencies and the standard technology focal points, and solicit opinions widely through the Internet and other means. After the consultation, the national energy administration organizes the industry standardization administration to coordinate, and prepares the industry standard project plan.

Article 12 the industry standard project plan of the energy sector shall be divided into annual plans and supplementary plans, and the unified national energy administration shall release them.

Article 13 in the course of the implementation of the industry standard project plan, the problem that needs to be coordinated and solved, which is within the profession within the industry, shall be the responsibility of the industry standardization administration; Between industries, the national energy administration is responsible.

Article 14 in accordance with the actual situation, the standard project plan for industry standard issued by the national energy administration shall be adjusted. To adjust the project plan, please fill in the application form for adjustment of industry standard project plan (see schedule 3). Before the end of January, the industry standardization administration will submit the annual plan implementation and the project plan adjustment application to the national energy administration.

Chapter iii grass

Article 15 the industry standards in the field of energy shall be drafted by the organization for the return of standard technology.

Article 16 the drafting units of industry standards in the field of energy shall, in accordance with the requirements of the applicant, organize the establishment of a working group for scientific research, production and users.

Article 17 the preparation of standards in the field of energy shall meet the requirements of GB/T1 standardization work guide and related industry standards.

Article 18 when drafting a draft standard for energy, a standard compilation note shall be prepared, which shall include:

1. Brief process of work, source of tasks, main participating units and working group members;

2. Writing principles and main contents of the industry standard, the main differences and reasons of the original standards should be listed in the revision of standards;

3. Adopt international standards and foreign advanced standards, and compare with international and foreign standards;

4. Main test verification and expected effect;

5. Coordination with existing laws, regulations, policies and related standards;

6. Implement standard requirements and measures;

7. To repeal the current industry standard recommendations;

8. Explanations of important content and other matters to be explained.

Article 19 in the energy sector standard draft, after the completion of technologies under centralized unit shall draft standard consultation, and fill in the industry standard for advice summary treatment table (see table 4), forming SongShenGao industry standard.

Chapter iv examination

Article 20 the submission of standards for industry standards in the field of energy shall be examined by the organization for the return of standard technology. The forms of examination are divided into meeting review and letter review, and mandatory industry standards shall be reviewed.

Article 21 when the standardization technical committee examines the industry standards, it must be approved by more than three quarters of all the members of the committee.

Standardization technology under centralized institutes review industry standard, should organize a representative of the production, the user, the scientific research, testing, colleges and universities such as expert (at least 15 people) to review, must agree with represent more than three-quarters of the party to pass.

Chapter v approval

Article 22 after the examination and approval of an industry standard is passed, the drafting unit shall organize the submission of approval documents and relevant annexes, and the standard technology shall be submitted to the standardization administration of the industry.

Article 23 the industry standardization management agency for approval after the draft and related attachments for review, in conformity with the requirements, fill in the "industry standard declaration form" (see table 7), submit it to the national energy administration.

The documents include:

1. The summary table of the standard project of the approval industry (see attached table 8);

2. Industry standard declaration form;

3. Industry standard submission;

4. Preparation of industry standards;

5. Collect opinions from the industry standard and summarize the processing table;

6. The minutes of the industry standard review meeting or the review conclusion of the industry standards submission (see attached table 5) and the letter of review of the industry standard submitted by the industry standard (see attached table 6);

7. Adopt international standards or foreign advanced standard texts and translations.

Chapter vi approval and publication.

Article 24 industry standards in the field of energy shall be uniformly numbered by the national energy administration.

Article 25 industry standards in the field of energy shall be approved and promulgated by the state energy administration.

Article 26 after approval, the industry standard by the industry standardization management institutions within 15 working days to the national standardization management committee (products) or the ministry of construction (engineering construction standard) for the record.

Article 27 the state energy bureau for approval after the industry standard for directory timely published on the Internet, industry standardization management institution and standard technology under centralized unit should be serious to do a good job of propaganda, training, and explain the standard.

Chapter vii release

Article 28 the publication of industry standards in the field of energy shall be carried out by the standardization administration of the industry. The publishing units of the industry standards shall be the official publishing institutions approved by the relevant state departments.

Article 29 after the publication of the industry standard, the standard text shall be published at least one month before the standard implementation.

Article 30 after the publication of the industry standard, the publishing institution or the standardization administration of the industry shall submit the standard sample books to the national energy administration for the record.

Chapter viii retrial

Article 31 after the implementation of industry standards, the standard technical focal points shall be reviewed regularly according to the needs of scientific and technological development and economic construction, and the standard review cycle shall not exceed five years.

Article 32 the industry standard for review should be confirmed or terminated, after checking by industry standardization management organization submitted to the national energy administration, published after the approval of the national energy administration review review results, should be included in the standards of the industry standard revision. The industry standards shall be abolished after the corresponding national standards have been implemented.

Article 33 the documents for the review of industry standards shall include:

1. Summary of industry standard review;

2. Summary statement of industry standard review (see attached table 9, 10, 11);

3. Industry standard review opinion form (see attached table 12).

Chapter ix revision and amendment.

Article 34 in the implementation of industry standards in the energy sector, amendments shall be made to the annual plan or supplementary plan in accordance with the standard formulation procedure. Article 35 the approval documents of the industry standard shall include the examination records and the industry standard revision notice.

Article 36 the amendment notice for industry standards in the energy sector shall be promulgated by the national energy administration.

Chapter x supplementary provisions

Article 37 the requirements for the development of industry standards in the energy sector are as follows:

Chapter I general provisions

Chapter ii establishment of industry standard committee.

Article 7 the basic conditions for the establishment of an industry standard committee shall be established.

1. There is no corresponding national standardization technical committee.

2. Existing national standardization technical committee or industry standard committee does not include areas and scope.

3. The product or technology has certain scale or application scope in scientific research, development, production, use and circulation.

4. The appropriate secretariat is affiliated with the unit, and there are corresponding professional staff and working conditions.

Article 8 of the related enterprises, institutions, social organizations, intermediaries, etc all can according to the need of industry to the industry standardization management agency or suggest establish industry standard council's national energy administration, and fill out the form industry standardization technical committee application form (see table 1)

Article 9 the name of the industry standard committee shall be: xx industry standardization technical committee.

Article 10 the industry standards committee proposed by the relevant industry standardization administration shall make an argument and review, and shall submit the proposed industry standard committee to the national energy administration.

The submitted materials include:

1. Set up the application report of the industry standard committee (including the necessity of establishing the industry standard committee, the basic situation of the standardization of the professional and foreign countries, the name of the industry standard committee and the scope of work, etc.).

2. Form the application form of the industry standardization technical committee.

Article 13 the term of office of members of each industry standard committee shall be five years.

Chapter iii change of industry bid committee.

Chapter iv adjustment of industry standard committee members.

Article 15 within the term of office of the members of the industry standard committee, the relevant industry standardization administration shall be responsible for the approval and issuance of the members' certificates.

Chapter v establishment and change of industry standard committee.

Article 16 the establishment and change of the branch of the industry standard committee shall be handled by the standardization administration of the relevant industry and shall be submitted to the national energy administration for the record.

Article 17: the name of the branch: xx.

Chapter vi adjustment and cancellation of industry standard committee.

Article 18 if an industry standard committee or a branch has one of the following situations, it shall be subject to adjustment or cancellation by the industry standard committee, chapter or secretariat:

1. It is illegal and illegal.

2. Can not finish the standardization work on time and quality.

3. There are no corresponding professionals.

4. No funding source or secretariat support will be provided without the necessary support.
